我女儿是F1签证学生 去年10月份在商场里一时犯错偷了商场里的东西，被店里的人抓住然后起诉为 shoplifting。
之后因为没满18岁，当时被当地的警察局抓起来以后没有录指纹也没有拍大头照，让监护人把她接回去以后等PO的信。之后就和PO面谈，让做30个小时义工，没有罚款。现在义工时间都做完了，也收到了结案的信。但是信上说，在 probation office 和 law enforcement agency还是会有记录。
信里的原话是：
As a result of her compliance, the charges submitted by the police department on behalf of your child will not be submitted to the District Attorney for prosecution in this matter. Although your child does not have a Juvenile Court Record, she still has a record with the Probation Department, as well as the law enforcement agency that originally referred the matter to the Probation Department.
我想请问一下，这种情况，回国续签签证会被拒签吗。
中国的签证官是会看到我女儿的逮捕记录的吗？我们签证的时候请问需不需要主动告知被逮捕过还是不说呢。
监护管说18岁以后可以销案，但是我们已经帮她定好回国机票，请问您是建议可不可以回国呢？
